Dear Prof. Wertheim:

If Admiral Cebrowski is still alive, he may remember my unusual briefing to him a few years ago at his personal request.

The real reason for the world energy crisis was and is totally unknown by world academia, government research organizations, the scientific s community, and our political leaders. The blunt three-fold reason is that:

(1) Our electrical engineering model was profoundly crippled just before its very birth, by the deliberate symmetrization of the original Heaviside equations that were to be used for the "new technology to be called electrical engineering and taught in all our universities". This arbitrary (and diabolical) symmetrization was performed by Lorentz in 1892 at the elicitation of the ruthless financier J.P. Morgan;

(2) The resulting deliberately mutilated and horribly crippled Heaviside-Lorentz theory as the electrical engineering model has continued to be taught by all electrical engineering departments in all our technical universities worldwide since then. So our electrical engineers have only been capable of thinking, designing, building, and deploying symmetrical Maxwellian systems. All asymmetrical Maxwell systems -- which could easily and quickly solve the world energy crisis forever -- were deliberately obliterated from electrical engineering just before it was born.

(3) Eminent scientists (such as several Nobelists) have pointed out a dozen or so known, total falsities presently taught in our crippled and mutilated electrical engineering, yet not a single falsity has been corrected in that terribly flawed old 1880s/1890 EE model (the Heaviside-Lorentz model).

Please read the attached information very carefully in the four enclosures. Also please check the present strong effort to re-insert negative energy back into physics, particularly by Dr. Dan Solomon and his colleagues. Please check the references where Klimov in LANL and his colleagues have rigorously proved (and shown experimentally) that real physical systems can be built to directly extract and utilize excess extra energy from the seething virtual state vacuum. Klimov's work has also been fully replicated by NREL as well.

It is all quite true, and the assertions are sufficiently documented in the reading material to substantiate them.

To read an excellent account of how negative energy was arbitrarily torn out of most of physics by frightened physicists in 1934, see Hotson's paper. Quoting Hotson:

But I urge you to have these papers reviewed by good physicists, not by electrical engineers. We are speaking of things which have been deliberately torn out of electrical engineering, and hence EEs simply do not comprehend what an "asymmetric" circuit is. A good physicist is capable of group theory analysis, and so can strike directly at the heart of the matter. Physics also already has much more comprehensive and complete higher group symmetry EM models, and so a good physicist capable in higher group symmetry EM theory can follow the arguments and statements readily.

In the material, you will also see the detailing of the startling capability that returns to physics once negative energy vacua are restored, and Dirac's tickling method is deliberately utilized. Quoting Dirac on the "problem" of removing negative energy:

“One gets over the difficulty on the classical theory by arbitrarily excluding those solutions that have a negative E. One cannot do this in the quantum theory, since in general a perturbation will cause transitions from states with E positive to states with E negative.” [Dirac, Proceedings of the Royal Society A, Vol. 117, p. 610.].

Now consider tiny little sharp-gradient pulses into the local vacuum of a substance, etc. To the normal positive energy/positive probabilities of the Dirac Sea, we now introduce negative energy/negative probabilities. By judiciously adding specific pulse patterns etc., one can then "unhappen" a desired part of the ongoing violent virtual particle flux interactions that continually create any "thing" and any "process" in physical reality.

Please give this the utmost attention you can. Our nation is in dire need of a total and permanent, cheap, clean, quick solution to the world energy crisis and many other problems. In these papers I believe you will find the final and thorough answer to such problems, and the indicated direction of the development program needed to completely and quickly resolve it. In directly engineering physical reality via highly selected "Dirac tickling" of the local vacuum, one also gains a jump in science of at least a century. One will be able to solve the energy crisis, clean up all nuclear wastes (easily, once developed), clean up the more than 1300 reservoirs of "gunk" presently associated with U.S. coal-burning power plants, etc.
